Migrations ensures that the entry of Peruvians to Europe is not in danger with the passports issued

After what was revealed by Panorama, about the Migrations request for 10,000 passport books loaned to the Ministry of Foreign Affairs, the National Superintendency of Migration clarified that the documents issued by the entity so far meet all international security requirements issued by ICAO. This is to ensure that the entry of Peruvians into any country is safe.

Through a statement, they denied that entry to Europe without a visa will be harmed, in order to calm citizens.

“This is also supported by the worldwide prestige of our supplier and by the highly technified systems and processes that the entity has and that meet international standards,” he said.

In addition, Migraciones pointed out that the request to the Ministry of Foreign Affairs to provide him with a set of notebooks for printing passports was only a working option. They pointed out that this was proposed in a “context of extreme urgency” due to the lack of a proper stock of this input, due to the lack of its acquisition in 2020 and the late acquisition in 2021.

However, the entity noted that this loan will no longer be necessary, as more passport books have been purchased in advance.

“As is known to the public, a few days ago 88,000 notebooks arrived at our entity to meet the existing demand of the coming months. We will receive additional provisions in June and July for approximately 600 thousand additional pasarpots, so that the proper service of issuing passports in our country is guaranteed,” he recalled.

Migrations also noted that they had a “productive meeting” on April 13 with Vice Chancellor Luis Enrique Chávez Basagoitia, where an agreement was reached to work on two proposals.

A collaboration agreement was concluded that would allow (in an extraordinary way and in the event of emergencies) for the Foreign Ministry to print passport books for citizens.

“This backup option would establish a mutual commitment since Migraciones would also print passports for the Foreign Ministry in case there were similar difficulties in meeting the requirements of its users,” he said.

The joint acquisition of passport books needed to meet the long-term demand of users of both entities was also completed.

The Migration statement emerges from what was revealed by a Panorama report. He reported that Jorge Fernández Campos had requested to borrow 10,000 notebooks from the Ministry of Foreign Affairs. A day earlier, he had stated that there were notebooks in Migrations.

“(...) I respectfully request that your office be good enough to provide, as a loan and as a measure of institutional support to ensure the continuity of the electronic passport issuance service, a total of ten thousand passport books”, the document reads.

The problem would be that notebooks that arrive at the Chancellery cannot be used for Migration. They are issued by the same company, but they are coded differently.

“Each passport has security and control mechanisms that are managed by the systems of both the Ministry of Foreign Affairs and Migration. They are totally different systems. So, when orders or tenders are placed, they have to meet the requirements for the systems of each one, of each institution,” said Glyzs Quino, former Head of Migration.

The letter of the request also states that printing tests had already been carried out with the Chancellery notebooks. It is stated that the results were “successful”. However, in order for the Chancellery booklets to be entered into the system, they would have violated their own procedure. Both entities have completely different systems, so it is not possible that the notebooks have been accepted.
