
Last Friday, the President of the Republic, Pedro Castillo, announced that he will send to Congress a bill so that, in the next Regional and Municipal Elections 2022, a popular consultation will be held for a new Political Constitution of Peru. The proposal has generated rejection among representatives of the opposition, one of them being the leader of the Alliance for Progress, César Acuña, who considered that the call for a referendum for a Constituent Assembly would paralyze investment, generate confusion and that it would not is a priority for the country.
“Calling a referendum for the Constituent Assembly paralyzes investment, generates bewilderment and is not a priority or desirable. Peru does not need polarization but consensus and a new cabinet to get out of the serious political, economic and institutional crisis we are suffering,” said César Acuña on Friday night, through his Twitter account.
RESPONSE FROM VLADIMIR CERRÓN
Acuña's publication was answered by the account of the Secretary General of Free Peru, Vladimir Cerrón Rojas, who is obviously in favor of the proposal of the head of state which would have to go through the approval of the Congress of the Republic.
“We are going to the Constituent Assembly, there is no better space for democracy. If you really come from town, what do you fear Caesar? ”, Vladimir Cerrón replied to César Acuña.
MARIA DEL CARMEN ALVA AGAINST
In the same vein, Acuña was shown, María del Carmen Alva, president of the Congress, who in a post on her Twitter account highlighted that there is no such thing no opinion polls showing that the Constituent Assembly is a priority for Peruvians.
“Mr. Castillo forgets that the country's priorities are the fight against insecurity (Security in Emergency), unemployment and corruption. There is not a single opinion poll where the Constituent Assembly is a priority for Peruvians,” said the head of the Legislature. In addition, he accompanied his publication with an image stating “I say no to the Constituent Assembly”.
THE EXECUTIVE'S PROPOSAL
President Pedro Castillo on Friday led the VI Decentralized Council of Ministers in the city of Cusco, which took place at the Casa de la Juventud Coliseum. During his speech, the head of state announced the presentation of a bill for a referendum to be consulted in this year's regional and municipal elections to determine whether or not the population agrees with the change of Constitution.
He indicated that Parliament will have the power to approve or not to approve this initiative, which will be worked on by the Executive Branch immediately. “We are going to send a bill to Congress, following the constitutional course, so that, in these upcoming municipal and regional elections, the Peruvian people will also be consulted through a charter whether or not they agree to a new Constitution,” he said.
THEY PROPOSE ADVANCE OF ELECTIONS
In response to Pedro Castillo's approach, the Morado Party Congressman, Flor Pablo, has proposed an alternative that would also force the population to return to the polls: the advancement of elections.
“Mitigating the effects of the economic crisis and recovering the country's governance must be a priority. This is not the time for consultations for a new Constitution”, reads in a post by the congresswoman through her social networks.
As an alternative to President Castillo's proposal, Congressman Pablo believes that “it is time to propose an advance of elections, following political and electoral reform with new rules of the game.”
