Registrar announced that there will be double verification of forms E - 14 during the presidential elections

The national registrar, Alexander Vega Rocha, presented to the Congress of the Republic, the strategic plan to strengthen the electoral process for the upcoming presidential votes, which will take place on May 29. This procedure had been requested a few days ago by the Office of the Attorney General of the Nation; moreover, it was one of the points that was most criticized, which is why the latest results were questioned, along with the management of the official.

Within the framework of the National Electoral Guarantees Commission, Vega Rocha, pointed out that the strategies include changes in voting juries and electoral witnesses; the design of the E-14 form, which is highly controversial due to the different interpretations that juries had about its treatment; and the protocol of transmission of data in the pre-count.

Precisely, the E-14 form has already been submitted, it has the largest boxes, includes photographs of the presidential candidates in color, in order to avoid “any mistakes”, it will show in addition to the images, the logo symbols, in color, which will be printed on eco-friendly paper.

Another measure was how to fill in the forms, the registrar said: “We are reviewing with political campaigns in a concerted manner the figure of the asterisk or the figure of the script that in any case those spaces must be filled in to avoid white spaces. We have agreed with the campaigns that what is agreed with the Registrar for the training of juries will have to be used that same language on social networks. It is not that the Registry Office gives one language and the campaigns in another.”

“if there is indeed a coincidence between the first report and the verification, the pre-count is transmitted; if there are no consistencies, a third report will be made again to give assurances”.

In fact, for voting juries, they will also be trained with a special chapter in which the changes to the forms will be explained, with emphasis on the completion of the E-14 and the inclusion of asterisks; this as the only symbol allowed, the decision was given by the requests expressed by political movements that are in the campaign.

Also, it was announced as a new strategy, the inclusion of a “memory sheet”, available at all voting stations, which will have an example of form E - 14, with the correct form of completion. This novelty will be widely disseminated over the next few days, led by the prosecutor's office, in order to give greater clarity on this process, which was one of the most criticized in the last congressional elections on March 13.

Another announcement was that the channels of the InfoVoters application were improved and expanded, the National Registry Office explained that within the protocol for transmission of the E-14 minutes, these forms will be issued for the second time in their entirety. Also, the software of the website will be reviewed beforehand, which will allow to avoid falls during the auxiliary, zonal, municipal and general.

The Minister of the Interior, Daniel Palacios, present at the Commission, agreed that the registry office accepted the recommendations made by the national government; “Progress has been made in the auditing of software, which is very important, because it opens up to all political parties the possibility of doing this audit on the national, departmental and municipal software, that of voting juries. Important steps have been taken and the action plan demanded by the Attorney General's Office is ready,” said Palacios.
