
The legislative elections left among them the credibility of the institutions on the part of the citizens, the inconsistency in the results was questioned by different sectors that even pointed to alleged fraud. After this agitated situation, the National Electoral Council (CNE) installed the counting commissions for the restart of the scrutiny, in addition to starting the consolidation of the special chambers that were elected last March.
On the subject, the president of the CNE, César Augusto Abreo, explained that this task would be carried out after receiving the data issued from the municipalities and departments, in addition to verifying the information provided in relation to the special chambers and international suffrages, that is, those Colombians who exercised their right to vote abroad.
On the subject, the president of the National Electoral Council said: “really, what we are doing is resuming a scrutiny that we had already started, we were consolidating the Senate at the national level, the special chambers and the votes of Colombians abroad; that is, in the consulates.”
According to Abreo, the procedure will take a few days, since it is carried out with the analysis of the data submitted by each department, for this, the scrutiny will be carried out alphabetically and complaints can be imposed after the completion of the process, since the general reading depends on the diligence with which this count is carried out.
The explanation of the count was detailed by the official, who said: “After this, we are reading department by department; we start in alphabetical order, we are with the department of Amazonas and as the readings are read, electoral officials, witnesses and candidates will be able to present their claims until one day after we finish the general reading of the count.”
To date, seven departments have been counted, despite the size of some; positive progress is being made in this activity. According to the National Electoral Council, the scrutiny for the time being has been protected by the departments of: Amazonas, Antioquia, Arauca, Atlántico, Bogotá, Boyacá and Bolivar. While it is expected that during the day the reading of the remaining departments will continue.
In this case, the management of the information by this entity is based on the formats that are provided for the final comparison, here, all the data are matched to confirm whether they are reliable or not. It is important to keep in mind that the results may be appealed by candidates that consider it relevant.
One of the formats in question is the controversial E14, which serves as a sample for the corresponding analysis, on the subject, Judge César Augusto Abreo indicated: “The scrutiny has already been given at the municipal and departmental levels; we receive formats E14 and E24 and an E26 format is read, to confront whether the information is correct or not, after that, lawyers shall have the right to submit their corresponding complaints and appeals.” .
Meanwhile, the National Electoral Council will also be able to use the software supplied by the company INDRA, which was obtained by the State for the current elections and seeks to facilitate the process and provide transparency to the country, since it can only be operated by CNE magistrates through their fingerprints.
This technological tool allows citizens to monitor the count through the Council's official website. In addition, this software has already been audited by regulators and the same parties that seek to know about its performance, thus, it becomes the first digital device of the latest technology to be implemented in Colombia.
