
The previous legislative elections on March 13 yielded a negative balance for the National Registrar's Office, especially for Registrar Alexander Vega, due to multiple irregularities in comparing the results of the pre-counts to those ultimately thrown by the electoral scrutiny.
This has led many sectors to worry about the approaching presidential elections that will take place on May 29. Because of this, the National Union Council requested legal certainty for the upcoming presidential elections. The permanent forum of associations indicated that voting juries and software should be reviewed to avoid the irregularities presented on March 13.
The association noted that the General Registrar of the Nation: “must have the necessary mechanisms to ensure the reliability of the information and results of the electoral process, including the review of possible vulnerabilities in software, forms and other electoral documents, the selection process and the suitability of voting juries and claveros”.
They also indicated the permanent establishment of bureaux between the Commission for the Coordination and Monitoring of Electoral Processes and the General Registry Office in order to ensure transparency in the processes of pre-counting and final counting. “Based on direct information from citizens, audits by the Office of the Comptroller General of the Republic and investigations by the Office of the Procurator and the Prosecutor's Office, to take timely measures to avoid the occurrence of irregularities at all stages of the electoral process and by all those involved in this”, concluded the association.
But this is not the only indication that the electoral watchdog has received: new complications are added to the questioned Registrar Alexander Vega. Now, through popular action, the constitutionalist Germán Calderón España seeks to provisionally suspend Vega from office as a precautionary measure, this in order to prevent the irregularities presented on 13 March in the legislative elections will happen again on Sunday 29 May in the presidential elections.

Constitutionalist Calderón stated: “I will bring before an administrative judge a popular constitutional action, to restore the collective right violated to administrative morality on account of all the inconsistencies in the electoral counting and scrutiny of the National Civil Status Registry, as a precautionary measure I request the provisional suspension of the office of Mr. Registrar Alexander Vega Rocha”.
On administrative morality, the official website of the Mayor's Office of Bogotá states: “as a principle of public service, it is an interpretative precept of compulsory reference for the legal operator; and, as a collective right, it allows judicial control by the community, through popular action”.
The popular constitutional action brought by Germán Calderón came after the statements of Registrar General Vega, where he indicated that there are a million votes of difference between the pre-count and the electoral count, and he also pointed out that a large part of the errors were committed by the voting juries.
Calderón also trinked his official networks, indicating what had been done before the administrative judge: “I brought popular action for violation of public morality in electoral results. Anyone wishing to contribute simply send an email addressed to Administrative Court 21 Bogotá at correscanbta@cendoj.ramajudicial.gov.co saying COADJUVO popular action rdo: 2022-00132-00″.
