
According to the Attorney General's Office, José Luis Hernández Grajales had been serving a conviction since 2016 for femicide, violent carnal access and simple kidnapping. But, Grajales was serving a 38-year prison sentence in San Isidro prison in Popayán, Cauca. According to the Office of the Prosecutor,
