The national president of the Morena National Regeneration Movement (Morena) party, Mario Delgado, was accused of committing a serious electoral crime after posting on his social networks a photograph of apparent vote-carrying for the popular consultation of Revocation of the Mandate that took place last Sunday, April 10.
In this regard, the representative of the National Action Party (PAN) to the National Electoral Institute (INE), Victor Hugo Sondón, filed a complaint with the National Electoral Institute (INE) against Morena for actions that seek to “influence and unduly intervene in the Mandate Revocation Process”.
“A few minutes ago we filed a complaint against Mario Delgado, National President of #Morena, for committing an electoral crime by carrying voters. He should be punished exemplarily for leading the electoral raccoon,” Víctor Hugo Sondón posted on his official Twitter account.
For his part, the representative of the Democratic Revolution Party (PRD) to the National Electoral Institute (INE), Ángel Ávila, also filed a complaint against Mario Delgado and urged the authorities to punish him for the electoral crime.
“That the carrying carried out by Morena's national president, Mario Delgado Carrillo, in the mayor's office of Iztacalco, should go to the Electoral Offences Prosecutor's Office ex officio where through different videos and his Facebook account on social networks the national leader is seen inviting to vote exposing in a van saying 'I can take you to vote', he drives the van, takes a series of citizens in that van straight to the box and they exercise voting in this Mandate Revocation. This here and in China is called the carrying of votes and that is punishable, that is an electoral crime and we are asking that the electoral authority itself take action on the matter,” said Ángel Avila, representative of the Democratic Revolution Party (PRD) to the National Electoral Institute (INE).
Thus, the Technical Electoral Litigation Unit (UTCE) of the National Electoral Institute (INE) informed the Office of the Attorney General of the Republic (FGR) so that it is aware of the alleged commission of an electoral crime during the day of the Revocation of Mandate.
The same UTCE stated that “in terms of the provisions of article 7 of the General Law on Electoral Offences, a fine of fifty to 100 days and imprisonment of six months to three years shall be imposed on anyone who organizes the meeting of voters on election day in order to influence the direction of their vote, it is considered that the Specialized Prosecutor's Office for Electoral Crimes (attached to the FGR) is competent to hear the facts when dealing with an alleged illegal act in electoral matters”
Lorenzo Córdova, president councillor of the National Electoral Institute (INE), also came to cast his vote on election day for the Revocation of Mandate, however, he also criticized the performance of the leader of the National Regeneration Movement (Morena) party, Mario Delgado Carrillo.
At a press conference, Lorenzo Córdova pointed out that in this regard the law is very clear and that anyone who influences the process and who transports voters is committing an electoral crime.
“The law is very clear, who collectively transports voters to take them to vote for the purpose of impacting the direction of their vote, is a crime and it is a serious crime, so I I hope that no official and no person is committing such crimes. We will be vigilant if there is a complaint to that effect... that is what the general law on electoral crimes says because that law is in force as far as I remember and whoever violates the law in a rule of law must apply it,” said the chief councillor of the National Electoral Institute (INE).
