
Avelino Guillén revealed that in November 2021, when he was serving as Minister of the Interior of the Pedro Castillo government, he received a proposal for a supreme decree from Palacio de Government, where it was proposed to declare a curfew for a single day, as was the case last Tuesday, April 5, when the President of the Republic, Pedro Castillo, decreed compulsory social immobilization of surprise wood and around midnight the day before.
In an interview for Sunday's Fourth Power, the former head of Mininter commented that the approach was given in the face of a demonstration in favor of the presidential vacancy that would take place on November 27, a situation similar to that experienced last Tuesday when protests against Pedro Castillo were recorded.
“I receive a visit to my office by an official from the Government Palace, who told me about the possibility of a state of emergency being decreed on Saturday, November 27, due to the demonstration that was being held in the city of Lima,” said Avelino Guillén.
“As head of the sector, I strongly and categorically expressed my rejection of what the Government Palace wanted to impose,” he added.
SIMILAR SITUATION
In addition, he said that he had been assured that, according to police reports, a displacement was taking place in vehicular units with a considerable number of people who were going to demonstrate in favor of the dismissal of the head of state. However, he assured that such reports did not exist. A similar situation occurred on April 4 and 5.
Guillén said that on November 26, the day before the march, he went to the Government Palace to meet with Pedro Castillo to point out that he was unconstitutional.
“On Friday the 26th I spoke to the president and gave him a brief explanation of the reasons why he believed that this request to declare a state of emergency for a day, for a demonstration could not be successful and was unconstitutional (...) The president nodded and told me: 'I'm not going to be in Lima, I'm going to the interior of the country',” he said.
MARCH ON NOVEMBER 27
It should be noted that the march called Vacancia Ya, held on Saturday, November 27, was not as successful as expected; however, it left some interventions that attracted attention such as that of the Congressman Patricia Chirinos, who had strong statements against Pedro Castillo.
“I come to ask you on my knees to save our Peru. We don't want to be ruled by a gang of coimeros. We don't want secretaries who keep $20,000 in a toilet. We don't want a president who makes fun of our Armed Forces,” said the Avanza País parliamentarian at the time.
“I have a few words that I want to say to him straight ahead, looking him in the eye and without fear: President Castillo, go to car***,” he added.
UNEXPECTED CURFEW
On Tuesday, April 5, Lima and Callao woke up with a total halt following the curfew decree of President Pedro Castillo, due to the high violence that occurred by the stoppage of carriers. Urban transport, Metropolitan and formal taxi services were suspended and the main roads of the Peruvian capital were guarded by members of the National Police and the Armed Forces.
In the afternoon, a march was called for the measure imposed by the Executive, and in addition to the presentation of the president in Congress. Despite the fact that the president announced that the immobilization measure was being lifted, the protests became more violent.
