Legislators belonging to the Movimiento Ciudadano (MC) party proposed to reform and add articles 5 and 41 Bis of the General Law on Physical Culture and Sport, in order to define sports bars as the group of fans that support or sympathize with any sports team.
With this reform, it is sought that sports associations or societies implement special security mechanisms, so that sports bars can access mass sporting events or for the purpose of shows, in which the persons who are part of them must be identified by means of badges or official access credentials, which shall be verified by the appropriate public security, private and civil protection authorities.
For the issuance of badges or access credentials, sports associations or societies must identify persons belonging to the sports bars with a record before the authorities, regarding their participation in fights during events, and in any case if they have them, prohibit their access to the mass sporting event or with spectacle purposes in question.
The initiative, which was sent to the Sports Commission, states that those responsible for security inside the sports venues and their adjacent facilities designated by the organizers of the events, must establish strategies and contingency plans for the proper surveillance and protection of participants, attendees , fans and spectators in general, as well as the proper handling of sports bars.
In the event that these strategies and plans are not in place, the mass sporting event or for show purposes will not be held. In addition, in the event that the security inside the venues and their adjoining facilities is compromised, the organizers of these events and the sports authorities must immediately suspend the event.
It explains that all authorities, within the scope of their competence, must have sufficient, trained, experienced and specialized personnel in mass sporting events or for entertainment purposes, which will be verified and endorsed by the public security and civil protection authorities, as appropriate.
In the absence of such personnel verified by the authorities, it is added, it will not be possible to carry out the mass event or for the purpose of spectacle. In addition, in the event that events of mass violence occur at the event, such as those registered on March 5 at the Corregidora Stadium, in Querétaro, they must have an evacuation plan for the attendees and participants, to protect their physical integrity.
The deputies of the Movimiento Ciudadano party say that violence is a problem that has been triggered in several countries around the world, such as the United Kingdom, Argentina and Brazil. More closely, Mexican football has been the sporting event that has felt the most violence due to the rivalry between fans of opposing teams.
It is explained that no sporting event should be overshadowed by this type of situation, since these events hurt sports life. That is why it is necessary to establish some strategies and contingency plans for the proper surveillance and protection of participants, attendees, fans, and spectators in general, as well as the proper management of sports bars.
It should be noted that after the violence of the match between Atlas and Querétaro, some sanctions were determined for Queretaro and sports bars, or animation groups, which were reported as insufficient. Among the sanctions are that the Queretaro bar will be banned for three years as a home and one as a visitor; the Corregidora stadium will have a year of veto; the current directive will be disabled for five years, in addition to losing the 3-0 match to Atlas, among others.
