WADA SUSPENDS UCLA LABORATORY ACCREDITATION FOR SPECIFIC PROHIBITED SUBSTANCES - L'AMA SUSPEND L'ACCRDITATION DU LABORATOIRE DE L'UCLA POUR CERTAINES SUBSTANCES INTERDITES

Montreal, 20 June 2017 - The World Anti-Doping Agency (WADA) has partially suspended its accreditation of the UCLA Olympic Analytical Laboratory (UCLA Laboratory) as it relates to analysis of specific prohibited substances, effective 14 June 2017 for a period of three months. The suspension of these analyses by the UCLA Laboratory -- which is located in Los Angeles, California, United States -- is a result of WADA’s quality assessment procedures that identified non-conformities with best practice.

The Agency’s procedures focus on consistent analysis being carried out by WADA-accredited laboratories in order to ensure comparable, valid and reliable results; which, in turn, is intended to give athletes greater confidence and trust in the global anti-doping system.

It is important to note that, during the suspension, the UCLA Laboratory can continue carrying out all its regular anti-doping activities. However, the Laboratory must obtain a second opinion from another WADA-accredited laboratory prior to reporting any Adverse Analytical Finding (AAF) for the glucocorticoids ‘prednisolone’ and ‘prednisone’; and, the anabolic steroids ‘boldenone’ and ‘boldione’.

This type of suspension, which is limited to certain substances or classes of substances and that has been applied to other WADA-accredited laboratories in the past, allows for appropriate monitoring of the UCLA Laboratory to ensure full implementation of necessary improvements with the objective of return to full compliance.

On 14 June 2017, an independent WADA Disciplinary Committee, which was advised by WADA’s Laboratory Expert Group (LabEG), delivered its recommendation to the Chair of the WADA Executive Committee that was accepted. On 16 June, the UCLA Laboratory was notified of the Decision.

The UCLA Laboratory may appeal the Decision to the Court of Arbitration for Sport (CAS) within 21 days of receipt of notice.

As part of the process, WADA will conduct a UCLA Laboratory site visit within a timeframe that reasonably allows the Laboratory to finalize implementation of all remedial actions.

According to the International Standard for Laboratories (ISL), WADA is responsible for accrediting and re-accrediting anti-doping laboratories, thereby ensuring that they maintain the highest quality standards. This monitoring process is conducted in conjunction with International Organization for Standardization (ISO) assessment by independent national accreditation bodies that are full members of the International Laboratory Accreditation Cooperation (ILAC). Whenever a laboratory does not meet ISL requirements, WADA may suspend the laboratory’s accreditation.

L’AMA SUSPEND L’ACCRÉDITATION DU LABORATOIRE DE L’UCLA POUR CERTAINES SUBSTANCES INTERDITES

Montréal, le 20 juin 2017 - L’Agence mondiale antidopage (AMA) a partiellement suspendu l’accréditation du laboratoire analytique olympique de l’UCLA (le « laboratoire de l’UCLA ») en ce qui concerne l’analyse de certaines substances interdites pour une période de trois mois commençant le 14 juin 2017. La suspension de ces analyses au laboratoire de l’UCLA, situé à Los Angeles, en Californie (États-Unis), découle des procédures d’évaluation de la qualité de l’AMA, qui ont permis de relever des non-conformités aux meilleures pratiques.

Les procédures de l’Agence visent à vérifier que les laboratoires accrédités par l’AMA réalisent des analyses uniformes donnant lieu à des résultats comparables, valides et fiables, ce qui permet en retour de rehausser la confiance des sportifs à l’égard du système antidopage à l’échelle mondiale.

Il est important de noter que, durant la suspension, le laboratoire de l’UCLA pourra continuer de mener ses activités courantes en matière de lutte contre le dopage. Cependant, il devra obtenir un deuxième avis de la part d’un autre laboratoire accrédité par l’AMA avant de signaler tout résultat d’analyse anormal (RAA) pour les glucocorticoïdes « prednisolone » et « prednisone » ainsi que les stéroïdes anabolisants « boldénone » et « boldione ».

Ce type de suspension, qui se limite à certaines substances ou classes de substances, et qui a été imposée à d’autres laboratoires accrédités par l’AMA dans le passé, prévoit qu’une surveillance appropriée du laboratoire de l’UCLA sera exercée pour s’assurer qu’il mette en œuvre toutes les améliorations nécessaires en vue de redevenir pleinement conforme.

Le 14 juin 2017, un comité disciplinaire indépendant de l’AMA, sous les conseils du groupe d’experts Laboratoires de l’AMA (LabEG), a formulé sa recommandation au président du Comité exécutif de l’AMA, qui l’a acceptée. Le 16 juin, le laboratoire de l’UCLA a donc été informé de cette décision.

Le laboratoire de l’UCLA peut porter la décision en appel devant le Tribunal arbitral du sport (TAS) dans les 21 jours suivant la réception de la notification.

Dans le cadre du processus, l’AMA fera une visite du laboratoire de l’UCLA dans un délai permettant raisonnablement au laboratoire d’achever la mise en œuvre de toutes les mesures correctives qui s’imposent.

Selon le Standard international pour les laboratoires (SIL), l’AMA est responsable de l’accréditation et de la réaccréditation des laboratoires antidopage et doit donc s’assurer qu’ils respectent les normes de qualité les plus élevées en vigueur. Ce processus de surveillance est exécuté parallèlement à une évaluation de l’Organisation internationale de normalisation (ISO) par des organismes d’accréditation nationaux indépendants qui sont membres en règle de la Coopération internationale d’accréditation des laboratoires (ILAC). Lorsqu’un laboratoire ne remplit pas les exigences du SIL, l’AMA peut suspendre son accréditation.
